1. Provide a brief description of a child protection program in your community. Discuss the mission and goals of the program, including the specific population served and list three possible outcomes this program may want to incorporate and assess. Remember that outcomes should be measurable, relevant to the mission, and linked to the activities of the program.
2. Identify and describe one guiding principle from AEA’s Guiding Principles for Evaluators and how that principle might be applied in the evaluation of the program you described in discussion posting above.

Peoria Children’s Advocacy CenterThe Peoria Children’s Advocacy Center (CAC) is a child protection program located in Peoria, Illinois. The program has existed since May 2000, whereby it has provided a home-like surrounding for the children who have faced abuse to disclose the information to the program’s authorities and get the necessary help that they should (Facility Guidelines, n.d.). The mission of the Peoria Children’s Advocacy Center is to coordinate the necessary services to protect, justice and heal the children that fall as victims of physical and also sexual abuse. CAC seeks to serve the population of Peoria and, more so, the children. Some of the CAC’s goals include;Carrying out investigations in a manner that considers the victim.Incorporating legal agencies in the cases.Reduce the number of interviews that the victim undergoes to help them recover faster.Provide assistance to the victims in terms of legal and also medical assistance.Ensure that the victims are secure and safe.CAC seeks to incorporate and achieve several outcomes. These outcomes align with its mission and, more so, its goals. The first outcome is to conduct a team investigation and forensic interviews. The team investigations ensure that there is enough evidence to convict the client. It also helps provide a proper background for the understanding of the victim. Also, CAC seeks to assess forensic interviews. That means that there are qualified people who interview the victims and not just anybody. That ensures that the children are free to speak with a person who can understand them better.Another outcome that CAC seeks to incorporate is ensuring the safety of the victims. That is essential in ensuring that the children are in safe hands and will not undergo the same abuse again (World Health Organization, 2020). The victim’s safety is mostly achieved by ensuring that the person responsible is reported and not in contact with the victim. CAC also provides advocacy by providing a case manager to the families who are supposed to provide support through the entire investigation process and ensuring that justice is served. The case manager is also responsible for ensuring that the child has medical support and more so in terms of mental health. Education is also provided to the victims and their families. This outcome can be measured in terms of the number of cases that are being reported each year. If there is a decrease in the number, there is a high probability that the outcome has been achieved.Lastly, CAC also wants to incorporate punishment to the offenders. That is a necessary step as it serves as a lesson to the offenders and the other people who have the same behavior of abusing children mentally, physically or sexually. CAC achieves this by teaming up and working closely with legal agents who ensure that the offenders are punished. That brings relief to the victims, and justice is served. This outcome can be measured by evaluating the number of offenders that get punished after the cases. The Guiding principle for Peoria Children Advocacy Centre. For any program to work effectively in an unbiased manner, it must be guided but a set of rules. The rules that guide programs (especially the public) ensure that the customers or clients are served with utmost professionalism. It turns the organization according those services are placed in a better position to achieve their goals, vision, and mission. The Americans Evaluators Association developed five principles that will are used in controlling and making sure a program meets standards. According to American Evaluators Association (2019), the five principles are first, systematic inquiry entails evaluators conducting a data-based inquiry through contextually and methodically relevancy. Second, competence ensures evaluators provide skilled and professional services to stakeholders. The third is integrity. This ensures evaluators conduct themselves transparently and honestly to ensure the integrity of the evaluation. Fourth is respect for people, and it ensures the evaluators honor the wellbeing, dignity and self-worth of individuals and acknowledge the influence that culture has across and within groups. Lastly is the common good and equity. This ensures that evaluators endeavor to contribute to the advancement of an equitable and just society and the common good of the people they serve.Application of the principleFor the Peoria Children Advocacy Centre (CAC), one of the primary principles is respect for people. CAC is a public place that deals with individuals. These individuals are accustomed to different cultures and family backgrounds. Therefore, evaluators seek a comprehensive understanding of vital contextual elements during their evaluation. According to Patton et al (2015), these factors are the location where the acts reported took place, the victims related to that place, the timing of events, the social climate, the economic condition of individuals, and other relevant activities. For instance, when a victim comes with a case of sexual abuse at the centers, the team of professionals will want to accord the victims enough time in describing what took place and in what circumstances with any form coercing the victim to offer information. They will use the aspect of understanding the victim’s environment to deduce how to administer therapy and treatment for the victims. Respect for individuals, therefore, becomes very vital in the CAC.Additionally, respect for people entails evaluators sticking to the stipulated work ethics, regulations and standards regarding risks, burdens or hardness that might befall individuals taking place in the evaluation. Furthermore, consent for participation in the evaluation and informing the participants of the limits of confidentiality and scope of the process are vital (Patton et al. (, 2015). For instance, the CAC deals with children who have undergone various forms of abuse in the community. Getting these individuals to participate in studies related to these abuses is difficult at times since memories might arise that will lead to trauma. Additionally, their confidentiality and the risk of exposing things like their names, places of residence, or even their school and age should be highly considered. Therefore, the Centre makes sure that these aspects are examined to protect the participants during any study.
