1) Section 1983 allows incarcerated individuals to sue state officials who deprive them of their constitutional rights. How, if at all,should lawsuits by incarcerated people be limited?2) Should a person who files numerous frivolous lawsuits have this right taken away? How many “bad” lawsuits would an imprisoned individual have to file before losing access to the courts?3) Should the federal courts establish some sort of process to screen out “ridiculous” lawsuits?
